| Context and Justification | The overall objective of the Nigeria Climate Change Response Programme (NCCRP) is the development of a good planning framework for supporting the country in achieving the conditional 47% NDC targets, working on data quality and accuracy in order to guarantee climate action transparency, ensuring inter-sectoral institutional engagement in its implementation, as well as the definition of the waste sector to be included in the next NDCs to raise the GHG level ambition of the country. With the continuous advancement in industrialisation, particularly Small and Medium Enterprises (SMEs) in many States and the oil sector, it is envisaged that the problem of waste management will be aggravated. Training and skill acquisition in this direction is apparent as a permanent solution to combatting the problem. To achieve this, NCCRP project under Task 3 i.e., Solid Waste Management Baseline, Procedures and Communication is proposing a study tour for selected staff in the ministries and Agencies that have stake in the SWM to France. The main objective of this mission is to organise a study visit to France for technical staff in public offices at Federal and State levels to train them on advanced SWM technologies and international context of GHG emission reduction from solid waste. The visit will serve as an eye opener to country-wide solid waste management in line with global and international best practices. |
| Objectives of the Mission | The main objective of this mission is to organise advance training sessions and a study tour in Europe for public bodies (technical staff) for approximately 20 people (number to be confirmed after discussion with the beneficiaries and the donor) at Federal and State levels. The objective is to raise awareness about the linkages between climate-change, greenhouse gases emission and proper waste management. The objective is to present good practices and provide tools and knowledge for the major public stakeholders. |
| Specific Objectives of the Mission | The specific objectives of this mission are to: Carry out pre-training need assessment among technical staff in Nigeria;Prepare training materials in line with that training gaps identified;Prepare a training session on advance technologies for SWM towards the relevant public staff and prepare a study tour in Europe;Carry-out the training and accompany the study tour;Prepare final reports of training and study tour in France. |

| Expected Outcomes and Deliverables | Detailed list of expected outcomes and corresponding deliverables are shown in the Table below: Intervention Outcomes Deliverables / Indicator Comments Task 1 The expert makes an assessment of the needs of the Federal and State Authorities in term of capacity building taking into account the scope of the project, the current knowledges of the administration and the needs expressed Deliverable 1: Needs assessment report. The contents of the report will be submitted to SOFRECO at the beginning of the mission. The objective of the capacity building is to raise awareness about the linkages between climate-change, greenhouse gases emission and proper waste management. The objective is to present good practices and provide tools and knowledge for the major public stakeholders. The needs assessment will take into account the scope of the project, the actual level of knowledge of the authorities, the potential training and visits in Europe. The Expert will be supported by the TAT team on-site to carry out this assessment. Task 2 The methods of training, the content of the training & the content of the study tour are defined Deliverable 2: – A training curriculum – PowerPoints – training manuals – Programme of the study tour – Concept Note to include area of the visit, contents of the training and methodology approach. This preparation will be made in coordination with SOFRECO Headquarters and local team that will be in charge of the logistic. He is charge of the communication with those stakeholders and to secure the visits on site. The expert will work in collaboration with SOFRECO HQ for the logistics and the budgeting of this activity. | Context and Justification | Following the ratification of the Paris Agreement in 2017, Nigeria committed itself to reduce its Greenhouse Gas (GHGs) emissions unconditionally by 20% and conditionally by 45% by 2030 in line with its Nationally Determined Contributions (NDC) pledge. To support Nigeria’s efforts towards the fulfilment of its conditional NDC target, the Federal Government of Nigeria is being supported by the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP) with the following objectives: Implement appropriate mitigation measures;Enhance the national capacity to adapt to climate change;Raise the profile of Climate Change Science, technology, research and development.Increase public awareness and encourage private sector participation in combating climate change;Strengthen national institutions and mechanisms for effective climate change governance. Largely mitigation-focused, the technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) with the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary. A participatory approach is adopted by the Conseil Santé Consortium involving consultations between a Technical Assistance Team (TAT), the staff of DCC and sectoral stakeholders brought together in technical Working Groups during the NCCRP inception phase workshop. Component 2 of the NCCRP is dedicated to the dissemination of climate change knowledge and raising awareness of climate change issues among diverse Nigerian audiences. One of those envisioned audiences are government and legislative stakeholders at the national and state level due to the influence such stakeholders have in enacting climate friendly policies across all sectors. Indeed, intervention 2.2 foresees the dissemination of climate change knowledge to government and legislative bodies. In order to effectively build a whole-of-government approach in the combat against Climate Change, the NCCRP envisions preparing a Stakeholder Influencing and Engagement Plan to identify pertinent climate change advocacy issues, identify key stakeholders and devise an advocacy plan accordingly. The objective is to then handover the Stakeholder Engagement and Influencing Plan for the institutional beneficiaries of the project to implement, to ensure sustainability of the programme. Additionally, the NCCRP envisages the planning of an advocacy workshop at government level to spread awareness of pertinent climate change issues in Nigeria and policy tools to address them. The workshop would be organized utilizing selected points of the Stakeholder Engagement and Influencing Plan as a foundation. The NCCRP foresees the recruitment of a Senior Climate Change Advocacy Specialist to draft the Stakeholder Engagement and Influencing Plan and to organize and conduct the Awareness Raising Workshop to Enhance Action on Climate Change. |

| Context and Justification | The overall objective of the Nigeria Climate Change Response Programme (NCCRP) is the development of a good planning framework for supporting the country in achieving the conditional 47% NDC targets, working on data quality and accuracy in order to guarantee climate action transparency, ensuring inter-sectoral institutional engagement in its implementation, as well as the definition of the waste sector to be included in the next NDCs to raise the GHG level ambition of the country. As reliable data on waste generation and composition that will inform effective planning on waste management in Nigeria is still absent, one of the major tasks under the NCCRP, i.e., Solid Waste Management Baseline, Procedures and Communication (Task 3) is set out to build the capacity of the major action players in the waste sector and apprise them with standard SWM protocols in line with the international best practices. The objective of the project is also to reinforce the capacities of the different stakeholders implicated in the SWM in Nigeria and more particularly in the two-pilot state of Kano and Ogun. The project aims to raise awareness of those stakeholders towards good SWM practices to better manage solid waste and to ensure GHG reduction. In line with the ToR and NCCRP Organisation Methodology, the public stakeholders selected for the four episodes of annual training should comprise of staff in the public bodies at Federal and State levels. in order to guarantee nation-wide dissemination of technical information, the participants should consist of at least 1 representative from the 36 states and the FCT as well as relevant agencies and parastatals. With this arrangement at least 3 staff from each state will be benefited from the training within the life span of the project (2020-2024). The definitive list of stakeholders will be discussed in collaboration with the DCC at the Federal Ministry of Environment. Furthermore, DCC will request Commissioners of Environment in each State to nominate appropriate staff to take part in training for trainers. Starting from 2021, the current annual training workshop marks the fourth and last edition of the project task. The previous two editions took place in Abuja between 24th-25th August 2021 and 19th- 20th July 2023 while the third edition is envisaged to take place in France soon. the training modules for the previous training covered a broad spectrum of solid wastes including municipal (biodegradable and non-biodegradables), industrial and hazardous wastes management as well as other issues such as Private Sector Participation in Waste Management and health and safety. |

The major undertakings of these organisations in the waste management sector are: 1. Ensuring that people participate in waste segregation, composting organic waste, and recycling waste; 2. Creating mass awareness about the effects of uncontrolled and indiscriminate waste dumping in landfills; 3. Creating employment opportunities through the organised collection of waste; 4. Establishing community participation in community-based waste collection systems; 5. Encouraging society to minimise waste generation through the composting of organic waste and biogas production; 6. Creating awareness among communities about their responsibility towards their health and environment. Be it as it may, the roles and functions of NGOs, and CBOs, as related to the above are being under fed in Nigeria, leading poor solid waste management practices in some states. NGOs and CBOs are the “watch dogs” of the environmental issues and their collaboration with communities is the imminent need to get rid of waste in Ogun State. The present awareness and sensitisation activities aim is to act as a medium that will bring full participation of NGOs and CBOs in SWM and assist the administration to facilitate the implementation and execution of key waste management programmes in the State. |

| Context and Justification | The overall objective of the Nigeria Climate Change Response Programme (NCCRP) is the development of a good planning framework for supporting the country in achieving the conditional 47% (reviewed) NDC targets, working on data quality and accuracy in order to guarantee climate action transparency, ensuring inter-sectoral institutional engagement in its implementation, as well as the definition of the waste sector to be included in the next NDCs to raise the GHG level ambition of the country. | Context and Justification | Following the ratification of the Paris Agreement in 2017, Nigeria committed itself to reducing its Greenhouse Gas (GHG) emissions unconditionally by 20% and conditionally by 47% by 2030 in line with its Nationally Determined Contributions (NDC) pledge. To support the Federal Government of Nigeria’s efforts towards the fulfilment of its conditional NDC target, the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP), is supporting the country with the objective to establish the Measurement, Reporting and Verification (MRV) framework and implement sustainable MRV systems for waste and energy sectors (Task 1). The technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) with the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary. A participatory approach is adopted by the Conseil Santé Consortium (see Annex) involving consultations between the Technical Assistance Team (TAT), the staff of the DCC and other institutions involved in the institutional MRV framework. Largely focused on mitigation related MRV, the NCCRP Task 1 covers the MRV of GHG emissions and MRV of mitigation actions. The main activities to be developed under this task are the following: Development of the legal architecture for the institutional MRV;Set up the MRV for the energy and the waste sectors;Capacity development of data management and reporting procedures (e.g. training, capacity building, workshops). As part of the NCCRP project, some activities were already carried out under the development of the legal architecture for the institutional MRV, including the development of the conceptual institutional and legal arrangements for the MRV systems at the national level, for the energy and waste sector levels in Nigeria. For the Nigeria Federal Ministry of Environment (FMEnv) to establish fully functioning institutional arrangements for the MRV systems, the legal frameworks and mandates are essential in order to formalise the roles and responsibilities of relevant stakeholders, and the needed relationships between them to deliver the MRV system outputs. The existing mandates that support established data flows and relevant relationships and coordination systems in the country must be updated and complemented in this regard. The present ToR sets out to accomplish a framework for creating a sustainable and functional arrangement between the FMEnv and pertinent stakeholders to ensure information and data availability, exchange and sharing to facilitate implementation of the Nigeria MRV system. The purpose of the mission is to develop a framework for information and data availability and exchange, including contractual, Data Sharing Agreements (DSAs) or Memorandums of Understanding (MOUs) between the Department of Climate Change (DCC), Federal Ministry of Environment, and other relevant stakeholders for the implementation of the MRV system in Nigeria in accordance with the NCCRP methodology (Intervention 1.1: Analysis of the current legal framework).
